If you're 16-21 years old, a Catawba OneStop Center can put you on the road to a better future.

As part of the Catawba Regional Workforce Investment Board (WIB), operating under the Workforce Investment Act of 1998 (WIA), our OneStop Centers have all the tools, resources, and opportunities you need.

The Youth Programs offered by the Catawba Regional Workforce Investment Board contain the following program elements:

We offer special Youth Programs to low-income participants through the WIA Title-1 Program, as well as, academic, vocational, mentoring, and training services to help you get where you want to go.

Using WorkKeys, experienced counselors can assess your skills and match your talents with rewarding job opportunities. If your skill levels are not where they need to be, coaching and skill building exercises will be available to improve your skill sets. We can even help you gain valuable on-the-job work experience.

The following are the youth programs offered:
  • Communities in Schools of Lancaster County - Academic and Vocational Training (Youth Build) for Out-of-School Youth

    The purpose of this program is to offer a case management program model to provide academic services and employment skills training to out of school youth in Lancaster County. The program will provide an integrated academic and vocational training curriculum with the combined goal of obtaining a high school diploma or GED and certification in the construction field. The first two weeks of the program concentrate on group activities for team-building, life skills and mental toughness as well as providing assessment and treatment for identified needs. The participants then alternate between classroom work and the worksite. Through a partnership with Habitat for Humanity, participants will be provided job training by allowing them to construct houses under the supervision of skilled craftsmen. Tutoring assistance will be provided weekly to all participants both in the classroom and at the construction site. Academic instruction is integrated on the job site with applications in every area of housing construction. The participants will receive training allowances for their on-site training which is the equivalent of minimum wage. However, their pay is subject to weekly evaluations of workplace attitudes, demonstrated values and job performance.

    The Grantee will also recruit local businesses to offer apprenticeships for participants. Participants will participate in a service learning project each semester. The project will be organized by the participants and will benefit the community at large.




  • Carolina Community Actions, Inc. - Out of School Youth Program

    The purpose of this program is to provide a flexible participant-centered approach to meet the employment and training needs of program participants. The program begins with the assessment of needs, interests and aptitudes of the participants, followed by the arrangement of the necessary activities to make the participant employable for a particular occupation. The program activities will include classroom training in preparation for a GED and college interview techniques when the participant is interested in post secondary training. Other activities include pre-employment skills training, occupational skills training, and on-the-job training. The case manager will work with the participant to develop the Individual Service Plan which sets forth the employment and training goals for the participant and describes training and services to be provided to meet the these goals.




  • York Technical College-Out-of-School Youth Services

    The Grantee will provide intensive services for youth (18-21) in Chester, Lancaster, and York Counties. The goal of the program is to assist older youth in achieving academic and employment success.

    The services include:
          1) an objective assessment of the academic skills, skill levels and service needs of participants;
          2) services strategies to assist each participant in identifying their employment goals;
          3) opportunities for employment and training services;
          4) life skills training and mentoring services;
          5) case management in providing academic and employment and training services;
          6) follow-up services for twelve months;
          7) electronic access points in rural areas of Chester, Lancaster, and York counties;
          8) short-term, specialized and occupational skills training opportunities;
          9) continued supportive services while they are registered in training;
          10) a local system of cooperation and coordination of services with other agencies;
          11) customer and employer satisfaction; and
          12) incentives on recognition and achievement.

    The Grantee has entered a partnership with the National Home Builders Association (NHBA) and the Home Builders Institute (HBI) to provide potential training and employment opportunities in the construction trades for qualified older youth in the program. The program will provide services to encourage potential program participants to enter career fields according to their assessment results, strengths and interests and to provide career counseling.





  • Henkels & McCoy - Out-of-School

    The Grantee will operate a program to serve out-of-school youth ages 16-21. The program will provide a year-round two-phased program consisting of a comprehensive employability and education initiative of specific instructional activities in conjunction with work-based learning (WBL) experiences which leads to entry level occupations. The Grantee will provide a menu of services and/or activities that may be provided in combination or alone at different times during a youth's development. The menu of services and/or activities to be provided includes, but is not limited to, objective assessment, development of a services strategy, tutoring and study skills, alternative education (GED Prep), occupational skills training, leadership development activities, mentoring, work experience, supportive services, and follow-up services.




  • Chester County School District-Second Chance Academy (SCA)-Out of School

    The Grantee is will serve students between the ages of 16-21 years who have been expelled from the traditional or alternative school setting. The program will provide community service and service learning projects, job shadowing, and specialized training will be conducted daily. Academic and career exploration classes will be held during the evening hours. Students will be scheduled for job shadowing and internship experience for a scheduled amount of time. Students will be allowed to enroll in the SCA at any time during the school year; however, as a pre-requisite to beginning the academy, parents/guardians of youth ages 16 and 17 must attend a Parent/Student Program Orientation. This will ensure that educational and employment opportunities are offered to the entire family to provide a full continuum of support for the student enrolled in the program

    The program goal is: to decrease the education and employment barriers for out of school youth, ages 16-21. The objectives are: to offer non-traditional coursework ( via teacher instruction and on-line courses) in order for students to obtain Carnegie units; to offer GED coursework and class instruction via through teacher instruction or computer-based instruction to our of school youth; to offer comprehensive counseling to participants; to introduce volunteer hours and service learning projects as part of curriculum; and to prepare youth to enter post-secondary education or full-time employment opportunities.




  • South Carolina Employment Security Commission - Certification of Eligibility

    ELIGIBILITY DETERMINATION AND FOR WIA


    The Grantee shall provide eligibility determination and certification services for Youth. The eligibility determination and certification process shall be conducted in accordance with procedures and guidelines established by the AE and criteria set forth in the Workforce Investment Act (WIA), as well as criteria established by the Workforce Investment Act.
